Immediately after the break up of the Soviet Union, Government of India recognized the Republic of Ukraine as a sovereign independent country in December 1991 and established diplomatic relations. Resident Indian Embassy in Kyiv became operational from May 1992. Ukraine established its embassy in Delhi in February 1993. The Consulate General of India in Odessa, which continued functioning since 1962, was closed down with effect from March 1, 1999.

NCPEDP has also served on the social sector committee of the Planning Commission and is a member of the disability core group with the National Human Rights Commission.
