Baba Ghulam Shah Badshah University has come into existence by an Act of the Jammu & Kashmir. The university, named after saint Baba Ghulam Shah Badshah, focuses on post graduate training and undertake research in fields such as management, environment, biodiversity, bio-technology, computer sciences, information technology, and applied mathematics.

To promote the study of the Hindu Shastras and of Sanskrit literature as means of preserving and popularizing the best thought and culture of the Hindus and all that was good and great .To promote learning and research in arts and science in all branches. To advance and diffuse such scientific, technical and professional knowledge as is best calculated to help in promoting indigenous industries and in developing the material resources of the country. Bhupendra Narayan Mandal University also called B. N.Mandal University is situated at the district headquarter,Madhepura.This university also acts as an affiliating institution and provided various graduate programs through several colleges and institutes located in Madhepura.

CIFE was established on 06 June 1961. The main purpose of its establishment was to impart post-graduate education and training, mainly to the in-service fisheries personnel of the country to provide trained manpower for the fisheries developmental activities. The CIFE, initially, started with three Academic Divisions viz., Fishery Biology, Fishery Technology and Fishery Economics for conducting a two-year post-graduate course of Diploma in Fisheries Science (D.F.Sc.). The Institute came under the Administrative Control of Indian Council of Agricultural Reserach with effect from 1 April, 1979. CIFE has been providing leadership in Fisheries Education and Training in India as also in neighbouring Afro-Asian Countries for nearly four decades. It was in recognition of the pivotal role played by the Institute in Fisheries Education that the Ministry of Human Resources Development and the University Grants Commission accorded the Deemed -to-be University status to CIFE on 29 March, 1989.

The objective of the University shall be to disseminate and advance knowledge by providing instructional and research facilities in such branches of learning as it may deem fit; to make special provisions for integrated courses in humanities, social sciences, science and technology in its educational programmes.
