STPI started operations at Chennai in 1995.Established industry base from less than 10 companies in 1995 to about 808 in by end of 2002-03 and the software exports grew from Rs. 12.17 Crs in 1995 to Rs. 6315.51 Crs in 2002-03.Over the first three years, the initial focus was to encourage, nurture and support the small, medium and big companies undertaking software development activity.

Recognizing the immense potential of the Indian Software Industry, the Ministry of Information Technology (MIT), Govt. of India brought out in 1986, a policy document on "Computer Software Export, Software Development and Training". Subsequently, in 1990, the Ministry of Information Technology (MIT), Govt. of India, formulated the Software Technology Park (STP) scheme to promote & facilitate software exports from India. Offering new fiscal incentives, state-of-the-art infrastructure and an investor friendly environment, the scheme has contributed to a steep growth in the Software Exports.
